National Education Policy, 2020 has recommended a new and well supported constituent as National Centre for Literacy (NCL) dedicated to adult education in National Council of Educational Research and Training (NCERT). This constituent is to develop synergy with and build upon NCERT’s existing expertize in establishing outstanding curricula for literacy, numeracy, basic education, and beyond. Further, it will develop National Curriculum Framework for Adult Education which will include five types of programmes, each with clearly defined outcomes i.e., foundational literacy and numeracy; critical life skills; basic education, vocational skills and continuing education.

Major functions of CNCL-NCERT are based on development of resource & advocacy materials, training & capacity building programmes and orientation of various stakeholders.

The areas of activities of the CNCL are as given below:

  • To conducts orientation programmes for State Council for Educational Research and Training - SCERTs in collaboration with Regional Institute of Education (RIEs) to facilitate learning for developing resource materials like primers, worksheets, assessment items keeping learning outcomes as base.
  • To organize workshops and trainings to orient key resource persons (KRP’s) of States, master trainers and trainers with respect to New India Literacy Programme and Education for All.
  • To provide academic support to the States and UTs as per their need with respect to NEP 2020 and Nav Bharat Saaksharta Karykram and role of states/SCERTs.
  • To advise and coordinate the academic and technical programmes and activities of the State Institutes of Educational Technology (SIETs) set up by the MHRD in states of India.
