भारत अनेकता में एकता का उदाहरण है। भारत अपने विशाल भौगोलिक क्षेत्र में असंख्य भाषाओं के सह-अस्तित्व के माध्यम से अनेकता में एकता का अद्भुत उदाहरण प्रस्तुत करता है। भारतीय भाषाओं में पाए जाने वाले साझे भाषाई गुण और आपसी सामंजस्य देश की सांस्कृतिक समृद्धि को उजागर करते हुए उसकी अंतर्निहित एकता को रेखांकित करते हैं। ये समानताएँ भारतीय भाषाओं की एक साझी उत्पत्ति की ओर संकेत करती हैं, जो उनकी पारस्परिकता और सहिष्णुता को सहस्राब्दियों में विकसित और पुष्ट करती हैं। यह विकास दर्शाता है कि कैसे सांस्कृतिक और भाषाई बहुलता सामंजस्यपूर्ण रूप से विकसित हो सकती है, जो भारत की जीवंत और समावेशी पहचान में योगदान देती है।
इस भाषाई और सांस्कृतिक धरोहर को संरक्षित करने और बढ़ावा देने के लिए भारतीय भाषाओं को शिक्षा के सभी स्तरों में शामिल करना आवश्यक है। राष्ट्रीय शिक्षा नीति (एनईपी) 2020 इसी उद्देश्य को ध्यान में रखते हुए पाठ्यचर्या में भारतीय भाषाओं के समावेश पर जोर देती है। यह नीति प्रारंभिक स्तर से ही बहुभाषिक दृष्टिकोण को बढ़ावा देती है, साथ ही मातृभाषा और क्षेत्रीय भाषाओं को शिक्षण माध्यम के रूप में अपनाकर भारतीय भाषाओं के विकास और संवर्धन को सुनिश्चित करती है। इसके अतिरिक्त, हालिया शोध यह भी दर्शाते हैं कि बहुभाषावाद के संज्ञानात्मक लाभ हैं, जो बहुभाषी शिक्षा की महत्ता को और अधिक मजबूत करते हैं।
इस वर्ष के भारतीय भाषा उत्सव का थीम है “भाषाओं के माध्यम से एकता", जो यह दर्शाता है कि भारत की विविध भाषाई परंपराएँ राष्ट्रीय एकता को कैसे प्रोत्साहित करती हैं और एक सामंजस्यपूर्ण समाज का निर्माण करती हैं। विद्यालय इस उत्सव में महत्वपूर्ण भूमिका निभाते हैं, जिससे छात्रों को भारतीय भाषाओं की समृद्धता को समझने और एक भाषाई रूप से जागरूक और सांस्कृतिक रूप से समावेशी पीढ़ी के निर्माण में योगदान देने का अवसर मिलता है।
सप्ताह भर चलने वाला यह उत्सव भारतीय भाषा उत्सव को चिह्नित करने के लिए 11 दिसंबर 2024 को राज्य/केंद्र शासित प्रदेश स्तर पर एक राज्य स्तरीय कार्यक्रम के माध्यम से सम्पन्न हो सकता है।

- भाषा वृक्ष : कक्षा में "भाषा वृक्ष" बनाएँ, जहाँ छात्र अलग-अलग भारतीय भाषाओं में सीखे गए शब्द या वाक्य पत्तों पर लिखकर जोड़ें।
- प्रकृति और पर्यावरण पर आधारित कविता पाठ
- प्रकृति भ्रमण: छात्रों को निकटवर्ती पार्क, जंगल अथवा बगीचे की सैर पर ले जाएँ। वहाँ देखे गए पौधों और जानवरों के विषय में छात्र अपनी भाषा में चर्चा करें।
- डिजिटल भाषा जर्नल: छात्र एक डिजिटल जर्नल बनाएँ, जिसमें वे विभिन्न भाषाओं के नए शब्द और उनके अर्थ व प्रयोग नोट करें।
- अंतःक्रियात्मक मानचित्र: कक्षा में भारत का एक अंतःक्रियात्मक मानचित्र बनाएँ, जिसमें छात्र राज्यों के नाम और सांस्कृतिक विशेषताएँ क्षेत्रीय भाषाओं में अंकित करें।
- भरतियार की राष्ट्रीय एकता की कहानियाँ: इस गतिविधि में छात्र भरतियार के जीवन से ऐसी कहानियाँ और प्रसंग साझा करें, जो उनकी राष्ट्रीय एकता की प्रतिबद्धता और समावेशी भारत की दृष्टि को प्रदर्शित करें। इसमें भरतियार के जीवन के महत्वपूर्ण क्षणों पर आधारित कथाकहन सत्र व नाट्य प्रदर्शन भी शामिल किया जा सकता है।शिक्षकों के लिए नोट : इसका उद्देश्य यह उजागर करना है कि भरतियार का जीवन इस विश्वास का प्रमाण है कि सांस्कृतिक और भाषाई विविधता सौहार्दपूर्ण ढंग से सह-अस्तित्व में रह सकती हैं।)
- भाषा आधारित फिल्म का प्रदर्शन: विद्यालय प्रबंधन छात्रों के लिए विभिन्न भारतीय भाषाओं और लोक परंपराओं पर आधारित डॉक्यूमेंट्री प्रदर्शित करें, जिसमें उपशीर्षक हों। तत्पश्चात् चर्चा आयोजित करें।
- भाषा अधिगम क्लब: विभिन्न भाषाओं के लिए समर्पित क्लब बनाएँ, जहाँ छात्र एक मजेदार और सहायक वातावरण में बोलने, पढ़ने और लिखने का अभ्यास कर सकें।
- भाषा कला: भाषा अधिगम को कला परियोजनाओं में शामिल करें, जैसे - विभिन्न भाषाओं के शब्दों और वाक्यों के साथ भित्तिचित्र अथवा कहानी और कविता के लिए चित्र बनाना।
- त्योहारों का उत्सव: भारत के विभिन्न क्षेत्रों के त्योहार उनकी मौलिक भाषा में मनाएँ, जिसमें बेहतर सांस्कृतिक अनुभव के लिए पारंपरिक संगीत, नृत्य और भोजन को शामिल करें।
- भाषा आधारित ट्रेज़र हंट: ट्रेज़र हंट का निर्माण करें जिसमें पहेलियाँ भारतीय भाषाओं में लिखी होनी चाहिए। छात्रों को उन्हें हल कर खजाना ढूँढने का कार्य सौंपें।
- भाषा नाटक और कथाकहन: छात्रों को विभिन्न भारतीय भाषाओं में लघु प्रहसनों अथवा नाटक खेलने के लिए प्रेरित करें। इसे छात्रों के समूह में खेला जा सकता है और इसमें पारंपरिक कहानियाँ अथवा समकालीन विषयों को शामिल किया जा सकता है। स्थानीय लेखकों अथवा जाने-माने शिक्षाविदों को आमंत्रित करें ताकि वे अपनी मातृभाषाओं में लोककथाएँ और कहानियाँ साझा करें।

- भाषा उत्सव यात्रा: एक "भाषा उत्सव यात्रा" का आयोजन करें, जिसमें छात्र और समुदाय के सदस्य पारंपरिक परिधान धारण करें और राष्ट्रीय एकता पर विभिन्न भारतीय भाषाओं में वाक्यांशों और नारे वाले बैनर लेकर चलें। इस यात्रा में विभिन्न क्षेत्रों के सांस्कृतिक प्रदर्शन, संगीत और नृत्य होंगे, और इसका समापन एक सामुदायिक सभा और सांस्कृतिक प्रदर्शनी से होगा। यह आयोजन भाषाई विविधता और सांस्कृतिक धरोहर पर गौरव को बढ़ावा देने के लिए एक जीवंत सामुदायिक घटना होगी।

- भाषा विस्तार मेला: पंचायत/क्लस्टर/ब्लॉक स्तर पर एक मेला आयोजित करें, जिसमें शिक्षक, माता-पिता और छात्र स्थानीय भाषाओं में नवोन्मेषी शिक्षण-अधिगम की तकनीक का प्रदर्शन करें। इसमें हस्तनिर्मित किताबें, फ्लैशकार्ड, शैक्षिक खेल और कथाकहन जैसे क्रियाकलाप शामिल हो सकते हैं। सर्वश्रेष्ठ सामग्रियों को पुरस्कृत किया जा सकता है और बाद में कक्षाओं में भाषा शिक्षण को बढ़ावा देने के लिए उपयोग किया जा सकता है।

- भारतीय भाषा प्रचार मेला: राज्य स्तर पर एक भारतीय भाषा प्रचार मेला आयोजित करें, जिसमें क्षेत्र के विभिन्न विद्यालय शामिल हों। इस मेले में प्रदर्शनी, सांस्कृतिक प्रदर्शन और अंतःक्रियात्मक भाषा बूथ होंगे। राज्य शिक्षा मंत्री, विद्यालय शिक्षा सचिव अथवा जाने-माने शिक्षाविदों या मशहूर हस्तियों को आमंत्रित किया जा सकता है, जो मातृभाषा शिक्षा के महत्व और आज के भारत में भारतीय भाषाओं के प्रचार की आवश्यकता पर बोलेंगे।
- भाषा जन-जागरण अभियान: राज्यों को बहुभाषिकता के लाभों को बढ़ावा देने के लिए जागरूकता अभियान चलाने चाहिए।
- ,विद्यालयों के लिए सम्मान और पुरस्कार: संबंधित विद्यालय शिक्षा विभागों द्वारा उन पाँच सर्वश्रेष्ठ विद्यालयों को मान्यता देने और सम्मानित करने के लिए प्रेरित किया जा सकता है, जिन्होंने बहुभाषिकता और भारतीय भाषा उत्सव से संबंधित गतिविधियों को सबसे रचनात्मक तरीके से बढ़ावा दिया है। इन गतिविधियों का उद्देश्य छात्रों, शिक्षकों और समुदाय को भारत की समृद्ध भाषाई विविधता को बढ़ावा देने और संरक्षित करने में शामिल करना है।
- भारतीय भाषा उत्सव: राज्य/केंद्र शासित प्रदेश को राज्य/केंद्र शासित प्रदेश की राजधानी में एक भव्य एकदिवसीय उत्सव "भारतीय भाषा उत्सव" आयोजित करें, जिसमें राज्य/ केंद्र शासित प्रदेश के छात्र भारतीय भाषाओं की समृद्ध भाषाई विविधता का उत्सव मनाने और बढ़ावा देने के लिए एकत्र हों।
- भारतीय भाषा उत्सव पर भाषण: 11 दिसंबर को भारतीय भाषा उत्सव के दौरान, माननीय मुख्यमंत्री और राज्य शिक्षा मंत्री भाषाई विविधता और सांस्कृतिक एकता के महत्व पर भाषण दे सकते हैं। इसके अतिरिक्त, राज्य/केंद्र शासित प्रदेश राज्य सरकार के चैनलों पर 30 मिनट से 1 घंटे का कार्यक्रम, डॉक्यूमेंट्री अथवा साक्षात्कार का आयोजन कर सकते हैं, जिसमें भारतीय भाषाओं पर चर्चा की जाएगी। इस कार्यक्रम में शैक्षणिक विशेषज्ञों और प्रमुख हस्तियों के साक्षात्कार होंगे, जो भारत की समृद्ध भाषाई धरोहर का उत्सव मनाएंगे।
- कार्यशालाएँ/सेमिनार: बहुभाषिकता के महत्व, भारतीय भाषाओं को सीखने के लाभ और भारतीय भाषाओं के प्रचार पर कार्यशालाएँ और सेमिनार आयोजित करें।
- सहयोगी उत्सव: राज्य के संगठन जैसे एससीईआरटी, डीआईइईटी, राज्य बोर्ड आदि भारतीय भाषा उत्सव का आयोजन कर सकते हैं। इसके अलावा, अन्य एनजीओ/सीएसओ, एफएम चैनल, स्थानीय रेडियो/टीवी चैनल, और समाचार पत्र (स्थानीय और क्षेत्रीय दोनों) को भारतीय भाषा उत्सव मनाने के लिए निर्देशित किया जा सकता है।

India is an example of unity in diversity. India exemplifies this through the coexistence of numerous languages within a shared geographic expanse, bound by common linguistic traits. These shared characteristics and the linguistic coherence among Bharatiya bhashas emphasize the nation's cultural richness while underscoring its intrinsic unity. This coherence not only highlights India's diversity but also serves as a testament to its unified identity. The shared linguistic features among Bharatiya bhasha point to a common origin, reflecting their interconnection and adaptability over millennia. This evolution demonstrates how cultural and linguistic plurality can thrive harmoniously, contributing to India’s vibrant and inclusive identity.
To preserve and celebrate this linguistic and cultural heritage, it is essential to integrate Bharatiya bhasha into all levels of education. The National Education Policy (NEP) 2020 emphasizes this by mandating the incorporation of Bharatiya bhasha in the curriculum, promoting a multilingual approach from an early age. By encouraging the use of mother tongues and regional languages as mediums of instruction, the policy ensures the growth and development of Bharatiya bhasha at every level, reinforcing India's commitment to linguistic diversity and cultural richness. Additionally, recent research also underscores the cognitive benefits of multilingualism, further supporting the significance of learning multiple languages.
This year’s Bharatiya Bhasha Utsav, carries the theme "भाषाओं के माध्यम से एकता" (Unity through Languages). It underscores how India’s diverse linguistic traditions can foster national unity and promote a harmonious society. Schools play a pivotal role in the celebration, offering young learners’ opportunities to explore the richness of Bharatiya bhasha and contribute to cultivating a linguistically aware and culturally inclusive generation, resonating with the theme of unity through languages. The week-long celebration may culminate at the State/UT level through a State level event on the 11th December 2024 to mark the 'Bharatiya Bhasha Utsav'.

- Language Art : Incorporate language learning into art projects, such as creating and displaying murals with words and phrases from different languages or illustrating stories and poems.

This can include handmade books, flashcards, educational games, and storytelling. The best materials can be awarded and later used in classrooms to promote language learning.
- Organize Various Competitions : Organize various competitions at the block/cluster/panchayat level, including cultural performances, language-based games, and academic contests. Recognize and award the students to encourage participation and excellence.
- District-Level Competitions : Block/cluster/panchayat level winners may participate in district-level competitions to showcase their talents and linguistic skills.
- Bharatiya Bhasha Promotion Mela : Conduct a Bharatiya Bhasha promotion mela at the state level, involving schools across the region. The mela will feature exhibitions, cultural performances, and interactive language booths. Inviting the State Education Minister or School Education Secretary or renowned educationists, or renowned celebrities to speak on the importance of mother tongue education and the need for promoting Bharathiya languages in today's Bharat.
- Bhasha Jan-Jagaran Abhiyan : States should Undertake an awareness drive to promote the benefits of multilingualism.
- Recognition and Awards for Schools : The respective School education departments may recognize and honour the 5 best schools in the district that have promoted multilingualism and Bharatiya Bhasha Utsav-related activities in the most creative ways. These activities aim to engage students, educators, and the community in promoting and preserving India's rich linguistic diversity.
- Bharatiya Bhasha Utsav : State/UT to organize a grand one-day celebration, 'Bharatiya Bhasha Utsav' at the State/UT capital, bringing together students across the State/UT to celebrate and promote the rich linguistic diversity of India.
- Speech on the Bharatiya Bhasha Utsav : On December 11th, during the Bharatiya Bhasha Utsav, the Hon'ble Chief Minister and State Education Minister may deliver a speech highlighting the importance of linguistic diversity and cultural unity. Additionally, the State/UT may organize a 30-minute to 1-hour program, documentary or interviews on all state government channels featuring discussions in Bharatiya bhasha. This program will include interviews with academic experts and notable personalities, providing insights and celebrating the rich linguistic heritage of India.
- Workshops/Seminars : Organize workshops and seminars on the importance of multilingualism, the benefits of learning Bharathiya languages, and promoting Bharatiya Bhasha.
- Collaborative Celebrations : State organizations like SCERT, DIETs State Boards, and so on may celebrate Bharatiya Bhasha Utsav. Also, other NGOs/CSOs, FM channels, local radio/TV channels, and newspapers (both local and regional) may be advised to celebrate Bharatiya Bhasha Utsav.
The following suggestions are recommended for facilitating the activities the Bhasha Utsav.
The guideline is suggestive. The schools and the concerned departments can adapt as per the profile of the learners and the multilingual scenario of the school.
- The resources can be explored as per the need. The schools can create resource groups comprising of teachers, learners, parents, community members to support the activities.
- Local craftsmen, workers who are associated with skills such as farming, gardening, shoemaking, potters etc. can be invited for creating awareness about their skills, language, and processes.
- Schools can arrange the performance of artists, and performing-art artists in their languages/ Indian languages.
- Mother tongues of the children may be recognised in expressions, narrating the experiences, and in written form. This could be multilingual and meaningful to the child in comprehension and expression.
- Schools can organise drama and puppet show based on the folk tales taking the support of community members/ parents.
- The local cultural events, community celebrations of festivals specific to the region may be highlighted using local/Indian Languages/classical languages.
- Schools can organise visit of some children as per the facilities, to the nearby school on selected days during the Bhasha Utsav.
- Organise ‘BASHATHON’ on the lines of Toycathon,
- A group comprising of school children, teachers, community members may be formed for developing brief narratives of the day/days in Indian languages.
- Schools can explore the opportunities of using ICT. Tools /Apps for translation into Indian languages such as Anuvadini may be explored.
- Film shows may be arranged on Award winning films on Bravery Awards for children, war heroes, nature, yoga, poets, literary writers, leaders from different parts of the country. These should be in Indian languages/ preferably with captions.
- The activities of Bhasha Utsav should be creating interest, and familiarization with Indian Languages. The programme/activities should be organised with planning and without hampering too much of the timetable of the school.
- The planning can be participatory involving learners, teachers, parents, community members.
- Efforts should be made to make use of sustainable natural resources for organising the Bhasha Utsav.
- Schools should have the provision for maintaining cleanliness, proper system of garbage disposal, and sharing of resources.
- The directions for the Bhasha Utsav should be created for the smooth functioning, in Indian Languages.
- There should be a congenial environment for the activities for the promotion of Indian languages in the school.
- TThe idea of creating awareness and familiarisation of Indian Languages should be creative in the selection of activities, performance and dissemination of news/ideas.
- Schools may come forth with feasible plans for the future for enhancing the objectives of Bhasha Utsav.
- There may be a Bhasha Utsav newsletter which may be shared making use of ICT.
- Local resources, languages may be included while planning the programmes for Bhasha Utsav.
- Use of technology is recommended in assistive mode for the presentation of the content.
- Schools can formulate their guidelines based on the suggestions.
